Outer layer freezes, and bubbles inside of the shell are building pressure looking for an exit. However, if the container is flexible, the bubbles can expand without needing to force a path to the surface thru the ice shell. Meanwhile rigid container confines the inner pressure zone, forcing the bubbles to push all the way to the surface of the ice instead of expanding in place (so no pocket)

TLDR: nucleation. Water freezes faster when the ice crystals have something to grab on to. The bubbles act as that grab point. With so many grab points the water freezes quickly making it appear cloudy.
