It's less useful to make them scramble to define it, and more useful to ask them if stuff like MLK, Holocaust Memorials, Women's Right to Vote, etc are "woke". cuz it forces the conversation into uncomfortable explicit territory that can't be vaguely gestured away.

Woke means that one is aware of and concerned about social injustice, racism, lack of equality, etc. A person can be woke if they are concerned with identity politics, especially if they react negatively to actions and statements that hit minorities particularly hard.

I've never heard it put that way but it makes so much more sense than just incompetence. like I always knew a politicians safest bet is to feign stupidity but the broad-meaning dog whistle is remarkable smart (still evil though, don't get me wrong)

It’s the same tactic used in “spirituality” or “self help” speakers or other purveyors of nonsense for the sake of grift. Be vague but use words that evoke emotions and let people fill in the blanks so they will identify and agree with whatever you are saying. Ask a spiritual person to define “energy”. Ask a self help guru to define “manifesting”.

I disagree. they can't define woke. even liberals have a hard time defining woke verbally. but liberals understand what woke is. but the vast majority of conservatives just parrot what they hear. some of them don't know what trans means.

A Name That Isn't User Number :
Another important and under looked use of dog whistles is to make their opposition look crazy. The best examples are the use of milk and the ok hand sign as white supremacist signals. They'll take something inoccus and embed it with a bigoted meaning knowing that the only people paying enough attention who aren't in on it are people to their left. When they get called out they use it to discredit their opponents as irrational.
