This is Viper, and he was a shelter dog at risk of being euthanized. @Rescue4All saved him. Rescue4all is a 501c3 nonprofit dog rescue who has saved over 700 dogs since 2013. This video shows the refuge, and it is one of the most beautiful places. Its currently home to 70+ dogs.  They started in 2013 as a foster home based rescue but moved to this property at the end of 2019. Then with the pandemic hitting just months later, they have been having to intake more and more unwanted dogs who were dumped and abandoned. Dogs who otherwise would be euthanized because they had nowhere to go.  Spokane County has imposed strict zoning regulations that make it difficult for animal rescue organizations like Rescue4All to operate. They were forced to apply for a Condition Use Permit (CUP) and comply with Commercial Kennel requirements, which are not suitable for their mission. Rescue4all needs to relocate to Stevens County, where there are fewer zoning restrictions. There is added pressure because of two huskies they took into our program in July 2023. They had been dumped and passed around, with no one able to keep them contained. SCRAPS was full, so they came to us. They are great dogs, wonderful with people, dogs, and cats, but like most dogs, they are not good with small prey animals. Despite their best efforts, shortly after they got here, they managed to escape by digging under the fence and killing four free-range chickens over half a mile away. We were not cited because there was no evidence proving they had done it so it was circumstantial. However, they recently escaped again and returned to the same property, killing seven birds. They’ve taken full responsibility for both incidents. They’ve apologized, explained our extensive efforts to secure them, and offered to pay for the loss of all the birds. But none of it mattered. The property owner has responded with anger and hostility, seeking revenge by spreading lies, soliciting people who live in the area with their agenda, harassing our supporters, and openly stating they want the dogs dead. Their anger has made them feel unsafe in their own home, and worse, they now live in constant fear for the safety of the dogs. They’re facing numerous challenges, including financial strain, legal hurdles, and personal safety concerns.
