Most cities have insurance (hence why so many settlements). Some cities like Dallas have had so many payouts, they are no longer insurable and must self insure.

Time to end qualified immunity for police officers and require them to carry personal liability insurance. If they cant afford the insurance FROM THEIR OWN PAYCHECK then they are probably unsafe to be a cop.

That's because the city government (the voter) is responsible for the training and actions of its police department. If cities don't want their cops to behave like street gangs they won't train them to be or tolerate them to be such.

The policeman and the police department should pay a price of some kind. But since their resources are limited and their willingness to pay can delay payment, punishing the victim. Police departments are funded with tax dollars so no difference. Police are not paid high salaries so it’s not likely to be worth trying. If you think about it, it’s attacking the little. Sounds like a Trump solution.

I don’t understand why the Plaintiff’s attorneys don’t take the videotaped deposition of these bad cops (including ICE agents) and don’t publish these deposition on YouTube to expose these bad cops/ ICE agents)

I represented cops for 5 years. In LA. And yes I asked for many settlements because the cop was so wrong and yes it all comes out of the city or county fund that is funded by tax payers.

I wish more training was required but because police unions get whatever they want that’s unlikely to change. I do hope their pay gets changes to a sliding scale for years and additional training/classes like teachers so they would have to continue learning to be paid their max
