The U.S. Constitution, in Article II, Section 1, Clause 5, states that a presidential candidate must be a "natural born Citizen". While the Constitution doesn't explicitly define "natural born citizen," it's generally understood to include individuals who are U.S. citizens at birth, either because they were born within the United States or born outside the U.S. to a U.S. citizen parent. Obama's mother was born in Kansas so he is considered a natural born citizen even if he was born in Kenya.
