It's Amon and it is solidified to me by how bad they resolved that arc. Like oh wow we have a non bending president like that changes things. (who was a complete Ahole. Like people hate on Korra but Republic city's President and council were just pmo) and for some reason everyone finding out Amon is a bender ends the movement? That's not how systemic oppression works. Not saying that the equalists wouldn't turn on Amon but that doesn't mean they would disband. They had thousands of people, at most only the Chi blockers and his lieutenant were arrested, the rest were real people with actual grievances and it's just forgotten coz Nick had only gremlin 1 season and they had to wrap it up.
