They won't stop fare evasion. I see it all the time. Inspectors get on at the front of a streetcar and all the evaders rush to the back and get off just before the inspectors reach them, only to dash to the front and get back on. 😑

Distance based fares would be a great way to increase revenue and likelihood of payment. It shouldn't cost a full fare to go 5 blocks, and cost a lot more to get to the edge of the city.
