Wasn’t this a plot point in The Batman, where Thomas tried to do this but the politicians and cops were too corrupt that said funds were immediately mismanaged and used to create further inequality in the city? Can’t really just systematically fix Gotham alone if the system is broken.

it’s explicitly stated in almost every batman comic that he uses his money to try and better gotham. It takes reading one batman comic to understand this, people just don’t wanna crack open a comic book.

Its also worth noting in current canon Gotham is *literally* cursed. Whether you like that decision or not it is worth noting throwing money at it wont solve the literal curse on the city

90% of the crime in Gotham is by supervillains and organized crime syndicates. Neither are going to be significantly altered by social programs. This is why the idea of a "grounded, realistic" Batman is a bad idea.

poor dude literally rebuilds and upgrades the poor communities of the city constantly, gives out full ride scholarships, gives housing to the poor, gives medical care to the poor, and funds research in uncountable human advancing projects and still gets boiled down to " i punch robbers" which he does, but then he pays for their kids tuitions
