I think Angel has overall better episodes (not a lot of "freak of the week"), a lot more character development and love love the historical episodes about the quatuor Darla, Angel, Spike and Drusilla

have you watched all angel. with lindsey there's a controversial scene let's say. but yeah angel is darker than buffy and has some shocking scenes you don't see coming.
