I hate to say you’ll probably need to start over :/ that Meyers spray probably absorbed into the bare wood and interacted wit the stain + your stain probably wasn’t cured if you didn’t wipe it off before letting it dry so it’s blushing under the seal coat + soaking it with water after probably raised the wood grain and made it rough.

I saw lines from sanding, did you go from 80 to 120 to 240? that makes it smoother so you dont see any sanding lines!

Your foam brush is too narrow. That will cause your stain to look streaky. It is probably best to take off the stain within a couple minutes after applying it, but not always necessary.
Using that spray can of polyurethane will make the top look streaky too. Also the way you are applying it was incorrect. You kind of need to stay in straight lines like you were doing when you brushed on the stain. I wouldn't use a spray on Polly anyway. I suggest you look for a wipe on polycrylic.
Lastly, you may need to sand your top down again, but not to bare wood, just to get the streaks out, maybe a 240 grit paper...then try the process I gave you.
