But in all seriousness, you'll find businesses of that size listed in your state's employer directory (used as a way to connect talent with employers, but also generates lists of tax paying companies where the tax paid reveals the size the company), and the companies that really need cyber like you're describing are those whose clients who are bigger, like fortune 500s who see their vendors as vectors for cyber attack. Those vendor companies are typically staffed by one IT person and have to outsource their certifications and auditing to stay "in compliance" for staying a preferred vendor of the bigger companies. 😊 Go after the CFO - no one is bothering them, yet they are most paranoid about data breaches because phishing is constantly trying to get the CEO to sign bogus invoices.
