I'm not a game dev but I do work in 3d modeling/design for work, and idk if it is even possible to both get the flat perspective look when you near and object then when you get closer it basically becomes 3d so you can view it from different angles. tbh I'm sure it could be done

The look and feel could be made by building the 3D then apply some plugin to make it look pixelated. For the flat look, the distance and near pov... I believe this would need some good engineering. But a game like this would work perfectly on mobile 👌

AI could have been a great tool for software devs to make games that could look like this, if it wasn't for publishers greed firing all their staff. AI should be something devs can use, not a replacement for the devs and artists
