Concrete does not take years to harden. The more it’s exposed to water, the longer the chemical reaction process occurs in the heart of the concrete gets, but it doesn’t take years for concrete to harden. It only takes a matter of hours for it to start hardening

I would never use regular plywood shims in an area subject to moisture. It will delaminate and collapse, losing its structural integrity. You should use a composite, naturally durable wood, or avoid shimming altogether.
