Policies aren’t adopted completely illogically for no one’s benefit. It’s a result of a class struggle. The shrinking of the housing supply by defunding public housing and banning SROs is done so landlords and finance capitalists make more profit.

The kinds of people who successfully lobbied to end flop houses are very same type working to prevent the building of shelters and also loudly complain about encampments.

SORs are also the PERFECT housing option for people just moving to a new city or moving out of their current housing. Imagine the stress relief of not having to sign a year-long lease the moment you move to a new city, but instead moving into an SOR for a few months while you get to know the area.

there was a family in my town when I was growing up who owned a boarding house. every 10 to 20 years the town would try to shut it down because it was against zoning. and they would have to prove time and time again that it was grandfathered in.
unfortunately when the parents died the kids didn't want the hassle of the fight so they just gave up. no more boarding homes left.
