I think it's two fold. First I think super heroes are relatively new since people like Gamma Jack and Mr. Incredible were the "Golden Age". Since this all takes place in the 50s/60s maybe it has something to do with WWII/Nuclear War. Regardless there just are not that many high powered heroes when they are forced underground.

I think a lot of times the heroes would kill the villains. Especially due to lines from Gamma Jack. You gotta realize the time period the incredibles take place in, and the heroes were also kinda screwed up and had powerful powers
