You don't have to hold person on Volo. Just fail pick pocketing him with another character at the last piece of dialogue. He will leave camp and then return a few seconds later. All of your other Act 1 companions (except Wyll the one-eye) can get it from him as normal and he'll never leave the camp.

I did this by accident after attacking him during the surgery. This is before the newest patches. I was able to give everyone see invisibility, except for Will.
