ATC here. this pilot overreacted. IFR rules say that the normal separation from IFR to IFR is 3nm 1000ft, and 3nm 500ft for IFR to VFR, the separation is increased to 5 if any radar is operating slower than normal or fails. if there is no radar due to failure, we control by having aircraft cross fixes at specific times and any following aircraft cross exactly 2 minutes after which is 5 nm
