The prohibition against attacks on hospitals is a universally recognized principle under international humanitarian law, particularly under the Fourth Geneva Convention of 1949, which protects civilians and medical facilities during armed conflict. Violations of these principles may constitute war crimes under international law. Furthermore, reports of Cambodia’s use of landmines on Thai territory represent a breach of the Ottawa Treaty (1997), to which both Cambodia and Thailand are signatories. Even in times of war, the most fundamental human rights must be respected.

Our people, women, children, elders, monks, just want to live in peace. Cambodia has always respected our neighbors. But now, we’re being attacked. Bombs have fallen on our land. We don’t get the same chance to speak, to explain, or to make others believe our side, just because we’re a small country, poor, and not as well known.
