Normaly when an A rank is introduced it’s from the same faction. Or the story has more involvement with that character. I don’t think Manito was ever going to be apart of 2.2 because this more of a focus on Obal. He just doesn’t fit in either one of those. Now, Later on down the road it’s possible that he could be apart of it if we get more stuff revolving around Spookshack again.

no , not all agents in a faction have to work together : Ben and grace , corin Ellen , neko billy , pulcra piper , burnice pulcra. they could've made Magus a totalize support and seed a rupture agent that uses totalize.
