I think what's most missed about this moment is that 1. He had no reason to believe or know that his daughter would be outside of Konaha 2. He JUST discovered a random kid with a sharingan and they were an enemy 3. He was on a mission believing he was in danger and defended himself and immediately stopped when he realizes it is Sarada and regrets it immensely. Sarada really just showed up like that at with worst timing in history and people still hold this against him. He knows he was wrong and apologized; he even wouldn't let Sakura take any blame for Sarada's misunderstandings or leaving.
