First one was one hundred percent the Tractors fault, and should lose their license however for his own safety the camera car had plenty of time to make noise and reverse. Wasn't the camera cars fault at all but he couldve prevented some of if not all of the damage with better reactions.

It's well known the temporary lights have up to one minute between one set going red and the next set goes green. That's why people pile through reds.
