I remember at the end of Bush’s term and the beginning of Clinton’s we turned the budget around and actually ran a surplus. Rather than pay off debt, there were so many who were rushing to find places to spend the peace dividend. It was called that because the Cold War ended and we were slashing defense spending, especially through closing bases. The mentality - We have a surplus, what new pet projects can we fund rather than get out of debt. I say, give it to the taxpayers, or reduce our debt.
