Nobody does that. By washing, they mean rinsing. I live in Tokyo and I’ve been doing it like that for years. Some people I know the same.

paying trash taxes for what? paying people for getting your trash and making profit out of your trash for what? yea what youre doing is great but IM PAYING my money(time) for them to do it, like they even selling the trash we pay them to get.

In my country they instruct not to wash trash because it waste’s water and kind of takes out the point of not wasting materials. And my country has a lot of water, that’s not the issue.
