I sincerely doubt it was done to slow down typists. It makes more sense to spread out commonly used keys across more fingers to decrease fatigue

i thought it was just designed to space the most frequent letters as far as possible from each other to reduce tangling and not to slow down typing

It wasn't just to slow it down, it was also to reduce jamming by putting letters that often jammed when pushed after each other in a position that minimized their chance for jamming.
