he is deaf, we had one cat that was deaf and it did seem like they were ignoring us but the only way to get his attention was vibrations through our floors. we had a third story apartment and my sister used to pound on the floor (just enough to get him to hear not loudly) next to her bed so he came running to bed.

Definitely hearing issues. My cat went deaf in her later years. I would knock on whatever she was sleeping on to get her attention as to not startle her by touching her immediately. I put a bell on her so I could hear where she was. Also, simple hand signals like follow & come here. Very easy to teach.

Definitely deaf. Even when cats are ignoring you their ears twitch and move a little when they hear sounds.

Maybe get a little laser pointer to use to get his attention? Or a fladhlight. Flash in his line of sight then move the dot till he faces you
