I have seen this experience before, my job made a new rule if a child under 18 wants to get nails done they need a parent(s) consent and a break down of the price of what the nails cost. if a child is willing to pay for her own nails, fine but at the end of the day they're still a child

And this is why as a mom of a 17 year old that likes to get her nails done we talk about what she wants to get, I drive her to the salon and show the nail tech and get a quote prior to doing the work, even though she will always get what she wants. But it’s to teach her not to waist people’s time! Never get something without knowing the price first.
