Honestly I hate people policing fanfiction. I get where you’re coming from, but you’re reading something you didn’t have to pay for— you can stop at any time and lose nothing. I really don’t understand hate comments for that reason. Fanfiction is also often not going to be anything like the source material, I’ve seen coffee shop AUs for brutal war stories, it tends to focus wayy more on romance than the political message of the source material. It does totally suck that this author didn’t do their research, but they don’t owe that to anyone, they’re allowed to write things how they want, even if it’s insanely ooc. I haven’t read The Poppy War, so I don’t know how accurate it is, but someone else did comment saying the character’s eyes turn blue when he uses magic(?), which might be where the fic got that from
