Gregory Meeks (D-NY), Adam Smith (D-WA) and Jim Himes (D-CT) introduced a similar resolution on Monday following the strikes. The speaker had already rejected those efforts, but his comments Tuesday took it a step further, declaring the Nixon-era law unconstitutional. “Many respected constitutional experts argue that the War Powers Act is itself unconstitutional. I’m persuaded by that argument,” he told reporters in the Capitol. “They think it’s a violation of the Article II powers of the commander-in-chief.
