Yeah, it’s illegal for a tow truck to actually move while a person is inside the vehicle even if they don’t know it because it is a hazard and a safety concern

no repo company is doing this, residual of they ever want to make money again. redoing a car like this is kidnapping, and you will be arrested and charged. that car has their hazards on and there space in the lane in front of them. the car is broke down and the truck ignored the light because clearing the lane when adjoining lane are stopped is much quicker and safer.
