I believe since they don't believe in eywa and don't really have a kuru I think they're shaving these parts or just mutated this way since the hair protects the place where the kuru is connected to the head, and since in their case it doesn't need to do that I'm guessing that the reason they're bald? since most of the ash people we saw are bald or don't have their middle part
