Mechanic here. More than likely replaced hub, rotor and lug nuts. The lug nuts holding the spare on look new and don't match the ones on the rim in the back, wouldn't use capped lug nuts on those rims anyways. Also, it's near impossible, without severe damage, to get a caliper and bracket off without taking the tire off first. They probably put it all back together like that and threw it in the back. Just my drunken guess, I mostly work on GM and that don't seem like a GM vehicle.
