I would just try to sit down next to the fence and wait for her to slowly come closer so she learns that there are people that don't wanna interrupt her peace, I love foxes and for sure I would want to pet her cuz she seems to had a rough time but I think it's more important to show her that she can keep her distance but she doesn't need to fear me (I hope everyone knows how I mean that)

Maybe taking some time to just sit down in there, get more ground level with her and don’t really move too much would help. Let her approach you in her own timing and offering treats

you need to enter and sit down by the entrance and kind of ignore her for extended time till she gets used to you being in the space and is more relaxed(may take a multiple visits and time to build trust) then slowly start interacting with her as she engages with you
