The core idea is that if perpetrators stop committing the crime, GBV will significantly decrease. ​This approach recognizes GBV as learned behavior rooted in patriarchal norms, emphasizing perpetrator accountability and breaking cycles of violence. Solutions go beyond punishment, focusing on rehabilitation. ​Key solutions include: ​Rehabilitation Programs: Batterer Intervention Programs (BIPs), therapy, and education to challenge harmful beliefs and teach non-violent skills. ​Structured Residential Programs: "Shelters" or intensive live-in facilities for perpetrators offer concentrated therapy, skill-building, removal from triggers, and peer support. While costly and facing public perception challenges, they offer deep, consistent intervention. ​Early Intervention: Programs for men and boys promoting healthy masculinity, respectful relationships, and bystander intervention to prevent violence before it starts. ​Coordinated Community Response: Collaboration among law enforcement, courts, and social services for accountability and victim safety. ​Crucially, Labeling Theory highlights how societal labeling of perpetrators as "criminals" can hinder their reintegration, leading to self-stigma, social exclusion, and increased recidivism. Residential programs can counteract this by providing a safe space for identity reconstruction, structured reintegration, and skill-building for community living, ultimately reducing re-offending. ​In Botswana, the Prison Service already emphasizes rehabilitation and reintegration.
