If you notice, once sword and shield hit the pokemon league began functioning more overtly as a government. It gets more blatant once you get to scarlet and violet and find out that they've created an alternate digital currency that is only accepted in the industrialized, populous paldea. Once you get to the more rural kitakami, nobody has ever even of a league point.

The gym leaders having jobs outside of being a gym leader has been a prominent piece of the franchise since 2010 with Black and White. Every gym leader had a job.

For Piers at least, there is a strong theme that most trainers don’t get past like the third gym. Because he’s famous as a musician, and still known as a celebrity with a lot of social capital, I agree that his towns obscurity doesn’t make sense. I personally like that they built on the gym leader concept.

I personally believe the economic status of paldea and galar really show cause the pokecenter shares space with the pokeshop. Like the taco-bell, pizzahut and long john silver merge to save money on building space. Even more paldea centers are essential gas stations

Honestly though I do love when gym leaders and such having careers outside of the gym. It really characterises them greatly, and shows that the gym challenge is a fun hobby for them, not something they feel obligated to do because they were told to (in theory, anyways)

So you’ve never played a Pokemon game before bc there’s tons of jobs/hobbies people have outside of Gyms and town lore. Lt. Surge is a veteran which reveals that there are wars between regions. Fantina from Sinnoh is ALSO a dancer/contest specialist. Guzma’s town in Alola is also in disrepair so much so that you have to pay to revive your pokemon in his town

Straight up, I think "inconsistencies" like these stem from Pokémon worldbuilding not wanting to be 1. too realistic and complicated, and 2. not too dark and serious, but ALSO wanting to have individual characters and plotlines with real-world reference points. I.e. overworked salaryman, criminal gang, energy crisis that involves a Legendary Pokémon.
