they do have a plan. the plan is for all personnel to leave and the prisoners to stay in the cages while the wind and rain takes everything apart. then, when everything is settled, they can just say there's nothing they could have done. not enough time to evacuate the prisoners. like that, nature killed them. so how can it be a death camp if the personnel didn't kill them...?
