in Finland if you are invited to be there at 8 you go at 8. if you cannot be at 8 you inform about it when you get the invititation. eg. i am working so could come at 8.30 is that okay?

I can somehow understand if someone arrives 15 min late, even though I prefer people being on time. But I have friends from The Gambia and they will invite you to a party at 3pm, but people start coming at 7pm and food is served at 8.30pm. WHY? I will never understand. How do I calculate when to come? Is it always 4 hours later? So confusing.
