I feel like it's the opposite, because RAM is cheap and easy too a good amount , cpu, like you said is bad if you crank the graphics but if you have a gpu bottleneck and you want improved performance then you need to shell a couple hundred dollars.

Ram bottleneck is the best cause its cheaper to fix, if you have a 9800x3d and a 5090 but 8gb of ram you can make it 32gb for like 150$ but changing the cpu or gpu is way more expensive
