The Chinese government is focused on making the best choice for its people. The UK government (regardless of party) is focused on making the best choice for themselves and their rich friends. That leads to massive corruption, and purposeful inefficiency so they can pay their friends more money for doing no work. That’s why one country is going backwards and another will soon be the most powerful in the world.
