I dont think this second aircraft took off from London City. The runway lenght is 1,500m and this is not suitable for this airplane shown on the video, that is a Boeing 777. 90% of traffic operating in London City is Embraer 190.

At the time of writing there have not been any reputable reported cases of near collisions QR/BA. Even this video doesn't show a near miss. I would suggest that almost everything on Tiktok that purports to be sensational be independently checked for authenticity before commenting.

That was not a near collision to all the people saying that the pilots and atc aren’t doing their jobs are wrong they actually have a lot of distance it just looks like they were close it’s called angle perception
