The Metropolitan Transportation Authority had warned riders of potential delays due to heavy rain and possible flooding on July 31 and Aug. 1. The agency advised commuters to allow extra travel time and check the MTA app for service updates. The National Weather Service issued flash flood warnings Thursday for several parts of the city, including Manhattan, northwest Brooklyn, Staten Island, Queens and the Bronx.
