In Justice League comics it’s canon that Batman believes in superhero turf. If something is wrong in Gotham everyone else stays out and let Batman try and fix it first. Same for Metrolpolis/Superman, Central City/Flash, Star City/Green Arrow, Coast City/Green Lantern etc. home hero first this is an understood batman rule that everyone respects, because Batman respects it too
