The water thing is a thing in italy as well, you cant open a package to take one, but most places do sell individual bottles if you need just one.

We have separate bottles their just not in every store for some reason but you can find them in gas stations

In Germany this isnt normal either with the bags. In many places/ chains it is considered stealing but they just dont care enough until they actually find you taking things without paying
