It’s a big question in Central Florida: Who will represent Orange County residents in every neighborhood in the future? Orange County is adding two new commissioner seats, from six up to eight. Now, the county is redrawing its district maps to create two new districts. A special committee is moving toward the finish line on the redistricting project after spending the last six months getting input from residents across the county. Voters passed Charter Amendment 6 last November, saying they do want to add the two new districts. Orange County’s redistricting advisory committee looked at almost 30 proposed maps. They received more than 300 public comments and held dozens of meetings with residents. Now, Map 1-a and Map 7-b are the two maps county commissioners will consider. The committee is down to two proposed district maps, but residents can still give their input at a commissioners’ workshop on Sept. 16 and at a public hearing on Oct. 14 at the County Administration Center. Officials with the Orange County’s Office of Management and Budget say that based on the current Commissioner District Office budgets, the cost of adding two new district office budgets would be approximately $1,400,000 ($700,000 per district) and $200,000 for Transportation District Funds ($100,000 per District). For FY 2025-2026, the county budgeted $1.5 million for the costs of constructing the two new district offices and renovating the Commissioner Chambers to accommodate the two new commissioners. There is $250,000 this fiscal year and $1,250,000 for FY 2026, which starts Oct. 1. The county will roll any remaining from the $250,000 that is not spent to FY 2026.

Budget planners are using a combination of budget cuts for specific programs and a commitment to hold the line on spending after Gov. Ron DeSantis sent a clear message. “We got the trickle-down memo that came from Governor DeSantis that notified all counties not to increase any budgets because of the anticipated Florida DOGE,” District 5 commissioner Kelly Martinez Semrad said. In late February, Mayor Jerry Demings sent a memorandum to department heads asking them not to increase budgets. The $8.3 billion spending plan includes: $17.7 million for affordable housing $23.9 million for transportation $33 million for parks $1 billion for public safety Semrad says cutting the $200 million was tough. “That’s a very difficult and almost impossible ask when you consider how much our population has increased,” she said. Semrad says that with all the growth, leaders have to prioritize full funding for the sheriff’s office, fire department and county jail. She believes sheriff’s deputies, firefighters and workers at the county jail are all underpaid. Taxpayers are also keeping an eye on where their money is going. “They have to be super careful. I work hard for my money,” resident Cali Pozo said. “The last thing I want is money being wasted on stuff that’s not important.” The County Commission will hold its first public hearing on the proposed budget at the county administration building Thursday evening at 5 p.m., with a second public hearing scheduled for Sept. 18.
