Those parents are teaching the children that they can access pools independently and by using floatation, the children don’t understand they don’t have the skills to be independent in the water. This makes the children at a much higher risk of drowning. It makes me so sad and angry to see this culture around pools. When you have little kids pool time is not relaxation time.

I'd call non-emergemcy and report abandoned kids. They cant swim and are unattended near open water. drowning is fast and it is silent. That's why you WATCH them like a hawk near water.
