Why force people to scrutinise a policy if they have no knowledge of the topic. Most people in the second chamber are successful business people, professors etc. with deep and comprehensive knowledge of a select few topics. When a law would impact all members of society then yes, they should turn up, but why ask businessman Lord Sugar turn up for a debate on local council funding for example?

no keep the house of Lords, mainly for tradition and history, but they don't need 371 per day. pay accommodation and food for the day. or scrap it and make a house of specialists(scientist and people who know everything about their Field).
