1. Dumbledore left it to Snape to guide Malfoy. Malloy grew up hating Dumbledore his entire life, he'd have no respect for him. Also, Dumbledore is not a garbage person? 2. Molly never mocked Hermione, she thought Hermione was playing with Harry's feelings. All she did was give Hermione a smaller easter egg, which was still good of her because she thought Hermione was hurting her surrogate son.
