I’ve never talked to anyone who blamed “black culture” who could actually explain what that culture is. Just a vague mention of crime or lack of parents due to crime, which is just circular.

This statistic is about incarceration rates, not crime rates, POCs in general and especially black communities have a higher arrest rates for people who are innocent, and that's right now, back in the 80s it was worse.
