Rage bait or negative engagement only generates profit if you have a platform monetized through advertisements. A band does not get hate listeners buying tickets to their concerts. A creator doesn't gain subscribers to their patreon because they disagree with their content. So really the people who are most incentivised to make rage bait or content to be negatively engaged with are small to medium social media influencers. People with PR teams generally don't want a lot of negative engagement because it can be more detrimental to their revenue streams than beneficial.
