I have a more general question! As an example, I know in the Ramsey case a grand jury voted to indict John and Patsy but the prosecutor chose not file charges due to lack of evidence. Can the opposite happen? If a grand jury votes not to indict, can a prosecutor still file charges? Do they take the L and just try again at a prelim hearing? Not sure if they’re allowed to have both if one fails?
