I worked at a large distributor in the past, although its non guaranteed, they usually still make sure (95% of the time) that they get the COE before the 6 bids are up because they dont wanna lose the sale. Sometimes they even pay at a higher COE compared to the booking date. It all depends on the supply they have on hand and other factors. Dont believe any dealers blindly, do your own DD
